Shanghai's 'Ultra-Low Energy Consumption Building Design Standard (Public Buildings)' (DG/TJ08-2466-2025) and 'Ultra-Low Energy Consumption Building Design Standard (Residential Buildings)' (DG/TJ08-2467-2025) will be implemented on October 1, 2025. Based on regional and climatic characteristics, they aim to reduce building energy consumption and promote low-carbon transformation. Core requirements include establishing a rational energy consumption indicator system (e.g., public buildings must meet 'main energy saving rate ≥ 15% + comprehensive energy saving rate ≥ 40%' and residential buildings must meet annual heating heat consumption ≤ 8kWh/(m²・a)'), emphasizing climate-responsive design (controlling window-to-wall ratios and optimizing natural lighting and ventilation), establishing thermal indicators for building envelopes, optimizing building airtightness, and promoting the use of renewable energy (utilization rate ≥ 10% or by height). These standards cover multiple systems, including building design, heating and ventilation, electrical systems, and domestic hot water.

Qinghai Province

Qinghai Province

The 'Qinghai Province Residential Design Code' clarifies the core standards for 'good houses' in Qinghai: residential floor height should not be less than 3.00 meters, and the convenience of lighting, ventilation and installation of fresh air systems should be improved; residential buildings with three floors or above (including shops on the ground floor, etc.) or the highest entrance floor with a height of more than 6 meters must be equipped with elevators, which is stricter than the national standard and adapted to the high altitude characteristics; the sound insulation performance of walls and floors must be strengthened, and the weighted standardized impact sound pressure level of bedroom and living room floors must not exceed 65dB; systematic aging-friendly and barrier-free design should be implemented to meet the needs of groups such as the elderly.

Jiangsu Province

The Jiangsu Province Residential Project Quality Improvement Action Plan focuses on enhancing the physical quality, performance, and living experience of residential projects. Its goal is to build safe, comfortable, green, and intelligent 'good homes,' fostering a new framework for residential project quality governance characterized by 'effective government, efficient market, responsible enterprises, and orderly society.' The plan will be implemented in three phases (mobilization and deployment from June to July 2025, organizational implementation from August 2025 to November 2027, and review and improvement after December 2027). By strengthening four systems (quality responsibility, support, control, and supervision), promoting nine actions (standard guidance, design optimization, etc.), and implementing five governance measures (concrete engineering and quality issues), the plan will comprehensively promote improvements in residential quality.

As Minister of Housing and Urban-Rural Development Ni Hong stated, the implementation of 'good housing' requires three key areas: first, establishing standards; second, strengthening technology; and third, focusing on projects. Only in this way can 'good housing' move from policy norms to market practice and truly benefit the general public.

Good housing requires quality materials, and good insulation is a key component in ensuring building safety. It not only improves building energy efficiency but also ensures living comfort. Choosing insulation materials that meet national standards is both a commitment to building quality and a safeguard for resident safety.
