This standard aims to standardize fire safety inspections before public gathering places begin operation, clarifying the inspection procedures, content, and methods, improving fire safety management, preventing and reducing fire accidents, and protecting the lives and property of the public.

The standard defines the concept of 'important matters':
Various unsafe matters discovered during fire safety inspections of public gathering places before they are put into use that violate fire laws and regulations, do not meet fire technical standards, could lead to fires or increase fire hazards, and cannot be corrected on the spot.
The standard clarifies the application materials for document review:
5.1 Application materials for document review should include:
a) Fire safety notice and commitment letter for the public gathering place before it is put into use or a fire safety inspection report form;
b) Business license or registration certificate with a unified social credit code;
c) Floor plan of the venue and layout of the venue's fire protection facilities;
d) Fire safety system, fire extinguishing, and emergency evacuation plans;
e) Other materials required by laws and administrative regulations.
Note: The fire safety system primarily includes: fire safety education and training; fire prevention patrols and inspections; management of safe evacuation facilities; fire control (control room) duty; maintenance and management of firefighting facilities and equipment; rectification of fire hazards; fire and electricity safety management; fire and explosion prevention of flammable and explosive hazardous materials and locations; organization and management of professional and volunteer fire brigades (micro-fire stations); firefighting and emergency evacuation plan drills; inspection and management of gas and electrical equipment; fire safety performance evaluation and rewards and penalties; and other necessary fire safety aspects.
(The application materials do not include the fire inspection and approval for construction projects.)
Failure to meet the requirements for important items will result in failure.
Therefore, public gathering places should attach great importance to these issues, for example:
6.2.2.2 The following situations should be identified as important issues during inspections:
a) Failure to establish a fire safety system as required, or the hot work safety management system fails to clearly define the main responsibilities, approval procedures, personnel management, and on-site control measures;
b) Fire control room operators are not certified or do not understand on-duty emergency procedures;
c) Failure to develop firefighting and emergency evacuation plans, or personnel responsible for evacuation guidance do not understand their job responsibilities;
d) Failure to establish a full-time fire brigade or volunteer fire brigade (micro-fire station) in accordance with laws, regulations, and fire protection technical standards, or the arrival time for on-site pull-testing does not meet the requirements;
e) Use or storage of flammable and explosive hazardous materials in violation of laws, regulations, and fire protection technical standards.
6.2.3.3.2 The following situations should be identified as important matters if they are found during the inspection and cannot be corrected on the spot:
a) The fire separation distance between the building where the venue is located and other buildings does not meet the requirements of fire protection technical standards or is occupied;
b) The building where the venue is located does not have a fire lane in accordance with fire protection technical standards, or the fire lane is not suitable for fire trucks;
c) The fire truck climbing area in the building where the venue is located does not meet the conditions for firefighting operations;
d) The fire rescue opening is blocked;
e) The location of the venue does not comply with laws, regulations, and fire protection technical standards;
f) The fire compartmentation design of the venue does not meet the requirements of fire protection technical standards;
g) The fire separation design of the venue does not meet the requirements of fire protection technical standards;
h) The fire separation facilities such as fire walls, fire shutters, fire doors, and fire windows at the venue are not in compliance with fire protection technical standards. Demolished, damaged, or unable to function as a fire separation;
i) The fireproof sealing materials or fillings used in cable shafts and pipe shafts at the site do not comply with fire protection technical standards;
j) Unauthorized reduction, alteration, removal, or obstruction of fire protection facilities or equipment, their markings, evacuation signs, exits, evacuation corridors, or evacuation cross passages; unauthorized alteration of fire compartments, fire separations, smoke compartments, and their separations, thereby affecting the functionality and normal operation of fire protection facilities or equipment;
k) The use of mirror-reflective materials on the ceilings, walls, and floors of exit doors, evacuation corridors and their ends, and evacuation stairwells and their antechambers;
l) The combustion performance of finishing materials in evacuation stairwells and their antechambers does not comply with fire protection technical standards;
m) The combustion performance of finishing materials at the site does not comply with fire protection technical standards.
Fire prevention requires a multifaceted approach.
It's not just about post-production measures.
Preliminary construction and material selection are also crucial.

The aerogel composite insulation board produced by Beijing Shengmeng Insulation Technology is a great choice. Made from aerogel, a new insulating material, and inorganic minerals, it's a novel inorganic fireproof, ultra-low thermal conductivity exterior wall insulation board manufactured through a special composite process. When constructed according to standard construction specifications, it can last the life of the building. It combines thermal insulation, flame retardancy, and heat insulation properties, making it an innovative fireproof and thermal insulation material for building energy conservation. It can also be combined with various natural stone paints, stone, metal, and other finishes to achieve the desired decorative effect.
